Phara Hahn
Founder & Executive Director
Phara Hahn is the Founder and Executive Director of Lucia’s Legacy Foundation, a nonprofit organization dedicated to empowering women through access to education and financial support. With a firm commitment to fostering opportunity and resilience, she leads the foundation in its mission to equip women with the tools they need to achieve personal and professional success.
Phara brings extensive experience in leadership, organizational management, and community engagement to her role. She holds a Master of Health Administration from LIU Post, a Bachelor of Business Administration from Monroe College, and an Associate of Applied Science from SUNY Canton. Her career spans more than a decade across nonprofit and corporate sectors. Previously, she served as co-vice president on the Board of Directors at the Women’s Empowerment Institute, where she led fundraising initiatives, helped develop programs, and advanced community partnerships.
A committed advocate for women’s advancement, Phara also served as president of the Alumnae Board at Grace Institute, where she strengthened alumnae relations and fundraising strategies. Through her leadership at Lucia’s Legacy Foundation, she continues to champion education as a catalyst for empowerment and long-term success.

Marc Dorcemus
Vice President
As Vice President, Marc brings more than 22 years of leadership experience in defense operations, talent acquisition, and organizational safety and quality assurance as a retired Marine Corps veteran. He is known for his steady, people first approach and his commitment to building strong teams, clear processes, and mission driven organizations. Throughout his career with the U.S. Department of Defense, Marc held progressive leadership roles including Deputy Director of Field Artillery Safety, Exercise Planner, and Talent Acquisition Manager. In these positions, he led large and diverse teams, managed significant budgets and equipment portfolios, and supported training and operations around the world. He is widely respected for his ability to connect strategy to daily execution while supporting the growth and development of the people he leads.
As Vice President, Marc focuses on collaboration, operational excellence, and thoughtful growth. He values open communication, accountability, and continuous improvement, and he takes pride in helping the organization stay aligned with its mission while expanding its impact.
Marc holds a Master of Arts in Intelligence Studies and a Bachelor of Arts in Homeland Security from American Military University, an Associate of Arts in General Studies from Liberty University, and a Graduate Certificate in Counterintelligence, along with professional certifications in leadership and process improvement. Outside of work, he enjoys spending time with his family, staying involved in the community, and mentoring others.

Lilly Felman
Board Secretary
illy Felman serves as Secretary on the Board of Directors, bringing her passion for community, her love of helping others stay organized, and her belief in creating welcoming, supportive spaces for everyone. Raised with a strong sense of service and empathy, Lilly has always gravitated toward roles where she can support people, keep things running smoothly, and strengthen connections within a team or community.
Her background includes hands-on experience in customer service, operations, and athletics-related roles, where she developed a reputation for being dependable, thoughtful, and detail-oriented. Working in both retail and collegiate athletics environments taught her how to communicate clearly, manage fast-moving situations, and approach every task with a people-first mindset—all qualities she brings to the board.
As Secretary, Lilly ensures accurate record-keeping, organized communication, and a steady, reliable presence in board operations. She values collaboration, clarity, and accountability, and she takes pride in helping the board function efficiently so the organization can focus on meaningful impact.
Outside of her board work, Lilly enjoys staying active, supporting her local community, and spending quality time with family and friends. She is driven by a desire to give back, uplift others, and contribute to organizations whose missions genuinely inspire her.

Jennifer Marchignoli
Board Director / Scholarship Chair
Jennifer Marchignoli is a dedicated educator and member of the Board of Directors for Lucias' Legacy Foundation. With three teaching certifications in Special Education, Elementary Education, and a Masters' in Reading, Jennifer brings a wealth of expertise and passion to her work. Throughout her distinguished career in the public school systems of Mineola, Plainedge, and Lynbrook, she has demonstrated an unwavering commitment to fostering academic growth and emotional well-being in her students. Constantly seeking to expand her knowledge, Jennifer continues to pursue professional development and integrate new reading programs into her practice, making her a true leader and innovator in the field of education.
Beyond the classroom, Jennifer has owned and operated a successful tutoring practice for over 31 years, helping countless students reach their full potential. Deeply rooted in her faith and community, she serves as a Religious Education teacher at her parish, where she and her family are active participants. She also served as a mentor for young adult girls at The Covenant House in New York City and was an active volunteer at Women's Shelters and Soup Kitchens. Jennifer’s compassionate nature and devotion to service are evident in all she does, including her current efforts to establish a Women’s Spiritual Group at her church. Her lifelong dedication to teaching, mentorship, and faith-based service reflects her belief in empowering others through education, compassion, and community connection.

Jeffrey Morneau is a celebrated chef and creative director known for crafting elevated culinary and event experiences that merge artistry with flavor. As the founder of Jeffrey Morneau Atelier, he curates bespoke dining concepts, luxury events, and immersive brand activations that reflect refined taste and meticulous attention to detail.
With a background rooted in fine dining and a passion for storytelling through food, Jeffrey has collaborated with leading brands and high-profile clients to create experiences that engage all the senses. His signature approach combines modern technique, global inspiration, and a deep appreciation for hospitality, resulting in unforgettable moments that transcend the ordinary.
Driven by excellence and innovation, Jeffrey continues to push boundaries in the culinary and event space, bringing vision and elegance to every table.

Leodyne Calixte, Esq.
Board Treasurer
Leodyne is a dedicated community advocate, real estate professional and licensed attorney who is committed to empowering women and families through education, access, and opportunity. With a legal career rooted primarily in regulatory compliance for financial institutions, Leodyne brings deep experience in ethical governance and financial oversight. In her role as Treasurer, Leodyne is committed to ensuring that the organization’s resources are managed with transparency and integrity so that the programs and scholarships promoting women’s education and financial empowerment can continue to grow and flourish.
